President Trump can fulfill his signature campaign promise to “conduct the largest mass deportation operation in American history.” Last year’s efforts by the Department of Homeland Security to highlight the ‘Worst of the Worst’ raised the public profile of immigration enforcement. Now it is time to move to the second phase: removing large numbers of deportable aliens from the country expeditiously.
This group of immigration law and policy experts, former senior and rank and file law enforcement officials, advocates, and supporters will produce a public plan by April 1 to achieve a bare minimum of 1,000,000 ICE interior removals in 2026, so that by 2027 and 2028 the Trump Administration can build off that logistical, operational, and policy framework to scale deportations to exceed the enforcement efforts of President Eisenhower, as promised.

While the government, over the course of several administrations, has used different components and definitions to arrive at deportation/removal numbers, we will consolidate public understanding of removals as this metric of ICE interior removals.
Not included in the ICE interior removals are: turn backs, maritime interdictions, timely self-departures, untimely self-departures. A subset of untimely self-departures would include CBP Home App completions.
